This is a link to a pdf of The Plan of Chicago, the 1909 book by Daniel Burnham and Edward Bennett. The book outlines what was later termed “The Burnham Plan” to protect the Chicago lakefront and provide lake access for all of Chicago’s neighborhoods. The plan is mentioned in a Project article on page 12 about the 35th Street Bridge, which provides pedestrian access between a southside Chicago neighborhood and the lakefront.
